Zone Zero Requirements in Los Angeles

Zone Zero (officially "Zone 0") is California's new ember-resistant zone law (AB 3074): the first 5 feet around your home must be free of combustible material if you're in a Very High Fire Hazard Severity Zone. In Los Angeles, LAFD enforces it, and roughly 1 in 8 LA homes is affected.

Mulch, dead plants, firewood, stored items: all of it leaves the 0–5 ft zone. Estimated deadline 2027–2028.

Replace what burns

Combustible fences, gates, and attached decks in the zone get replaced. City of LA sets the deadline, up to 5 years after adoption.

Who enforces it

LAFD enforces Zone Zero inside the city

The LAFD Brush Clearance Unit already inspects Very High FHSZ parcels every year starting in May. Zone Zero layers onto that program. Enforcement is education-first, per the April 2026 draft. Zone Zero is stricter than brush clearance: it covers everything in the first five feet, not just vegetation.

Is this the same as LAFD brush clearance?

No. Brush clearance covers vegetation up to 200 feet. Zone Zero covers everything in the first 5 feet: fences, mulch, and stored items. And it's stricter.

I rent out the property. Who's responsible?

The property owner. Compliance obligations attach to the parcel, not the occupant.

My house is in the flats, not the hills. Am I exempt?

Check your parcel. Zone boundaries follow the maps, not intuition. Plenty of flat streets near hillsides fall inside the Very High zone.

When does enforcement actually start?

Final regulations are expected late 2026. New-fence and rebuild rules apply immediately at adoption; Phase 1 clearing follows, estimated 2027–2028.
