Zone Zero doesn't create a new enforcement agency in LA. It hands new requirements to one that already inspects your parcel every year.
LAFD's Brush Clearance Unit checks Very High FHSZ parcels annually under existing brush clearance rules. Zone Zero is stricter than brush clearance: it covers everything in the first five feet, not just vegetation. Per the April 2026 draft, enforcement begins education-first, with notices and re-inspections before penalties.
The LA neighborhoods where Zone 0 matters most
The Very High zones follow the city's hillsides and canyons. If your home is in or near these communities, check your parcel against the CAL FIRE maps rather than assuming either way.
Pacific Palisades, Hollywood Hills, Bel Air, Brentwood, Encino, Studio City, and Chatsworth each have their own dedicated Zone Zero site, as do the LA County communities.

Who enforces Zone Zero in the City of Los Angeles?
The Los Angeles Fire Department. LAFD's Brush Clearance Unit is the Authority Having Jurisdiction for all City of LA parcels, and Zone Zero layers onto its existing annual inspection program.
When do inspections happen?
LAFD's brush clearance inspections already run every year, typically beginning in May, across Very High Fire Hazard Severity Zone parcels. Zone Zero requirements fold into that same cycle once final regulations adopt.
Will I be fined immediately?
The April 2026 draft describes education-first enforcement: expect notices and re-inspections before penalties. But LAFD's existing brush clearance program carries real citations, and Zone Zero folds into that machinery.
